This only applies for the child in the school, the mast would transmit at a far higher power level to people located outside of the school and far field, but the child would gain the full radiated power.
The only advantage would be the childs handset is transmitting at a lower power rating.

Simple solution BAN portable phones in School. no need for any student to have one if they are their to learn.
Stick the mast some other fuc**ng place.
